Treatment to the parliaments and governments of the Russian Federation and

Finno-Ugric republics in its composition

On the basis of universally recognized norms of international law and the historically diverse forms of national and state structure of the Finno-Ugric peoples, we recognize the right of every people to self-determination in ways that satisfy the interests of the peoples. These forms can have a wide spectrum: from the various forms of cultural-national autonomy to nation-states, as well as the establishment of various coalitions, associations and societies.

Contributing to the revival of the Finno-Ugric world, the survival of a number of our kindred peoples and the development of others, and given that the United Nations declared 1993 the year of indigenous peoples, we hope your understanding and support of the people of the world community the centuries-old struggle of the Finno-Ugric peoples for their self-determination and believe it is necessary and seek appropriate legal and institutional conditions for the full and equal cooperation between the fraternal peoples themselves and with the world community

Policy and Law:

  • To convene the Congress of the Peoples of the Russian Federation for approval and adoption of the basic principles of the constitutional order;
  • To ratify Convention 169 of the International Labour Organization, to support the United Nations “first revised text of the draft Universal Declaration on Indigenous Rights”;
  • Support the decision of the I World Congress of Finno-Ugric peoples in Syktyvkar about formation of the Consultative Committee of the Finno-Ugric peoples as a non-governmental organization representing the UN and these nations in international organizations;
  • Adopt a law "Fundamentals of the legal status of indigenous peoples of the Russian Federation";
  • Develop a national program to protect the rights of national minorities, indigenous peoples;
  • Immediately take in the Supreme Soviet of the Russian Federation the decision on the rehabilitation of the Russian Finns;
  • To establish direct communication parliamentary and government of the Republic of Karelia, Komi Republic, the Republic of Mari El, Mordovia SSR, the Republic of Udmurtia with each other and with Hungary, Finland, Estonia;
  • Together to oppose discrimination and any attempts to undermine national law of any of the nations;
  • To propose to the Government of the Russian Federation to determine the form of representation of interests of all living on its territory of the Finno-Ugric peoples, through its embassy in Hungary, Latvia, Norway, Finland, Sweden and Estonia;

Recommend the Supreme Council of the Republic, incoming members of the Russian Federation:

  • To consider the proposals of Indigenous Forums on the strengthening of statehood, on the formation of parliaments of two equal chambers, one of which would be of indigenous peoples;
  • Adopted a law about language, in order to give indigenous languages the status of state and citizenship, taking into account the protection of the interests of indigenous peoples;
  • To provide state support for the establishment and functioning of societies of friendship between the Finno-Ugric peoples, the creation of favorable conditions for the development of various forms of public diplomacy;

In the domain of economy and ecology:

  • To promote direct economic ties between enterprises, institutions, organizations and individuals of the Finno-Ugric states, national-territorial formations, regions of compact residence of the Finno-Ugric peoples;
  • Develop mechanisms to integrate the economies of most-favored-Finno-Ugric countries, contribute to the creation of joint ventures;
  • Adopt the law of the Russian Federation about the benefits, provides a framework for solving social and economic problems of indigenous peoples;
  • Enter the Russian Federation moratorium on the sale and disposal of the land on which the Finno-Ugric peoples, as long as they are not start economically self-sufficient;
  • Pursue a coordinated policy in the field of ecology, to fight for classified areas Finno-Ugric peoples of the Denuclearization, can not be accommodated in their territories of weapons of mass destruction;
  • To create a reserve-ecological zones with medical-improving and tourist excursion complex in the regions inhabited by the Finno-Ugric peoples;

In the domain of information, culture, science and education:

  • Support the creation of the International Fund of the Finno-Ugric peoples under the equity of their countries of residence;
  • Create in the Russian Federation information center, which would focus attention on the norms of international law and the laws of the relatively indigenous peoples and national minorities;
  • Adopt a system of regulations aimed at the preservation and development of languages, indigenous culture and traditions of the Finno-Ugric peoples;
  • To create a unified telecommunication system of Finno-Ugric community;
  • To take the state program of development and functioning of the cultures and languages of the Finno-Ugric peoples;
  • Establish centers of Finno-Ugric peoples in all their territories, to provide them with government support;
  • Decide to hold annual Days of Finno-Ugric peoples, in accordance with established international tradition;
  • Support the creation of the Council of Rectors of Universities, republics and regions of the Finno-Ugric peoples;
  • To promote the publication of the annual journal of the Finno-Ugric peoples to illuminate the history and current status of these peoples;
  • Support the organization of international Finno-Ugric center of travelers on the basis of the Komi Center travelers "Biarmia."
